{"id":8108,"date":"2023-05-30T10:08:19","date_gmt":"2023-05-30T13:08:19","guid":{"rendered":"https:\/\/vsbstia.org\/?p=8108"},"modified":"2023-05-30T10:11:52","modified_gmt":"2023-05-30T13:11:52","slug":"the-importance-of-ict-and-how-datasur-can-help-on-your-digital-transformation-journey","status":"publish","type":"post","link":"https:\/\/vsbstia.org\/?p=8108","title":{"rendered":"Stand van zaken Ouderschapsverlofregeling"},"content":{"rendered":"<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"background-color: rgba(255,255,255,0);background-position: center center;background-repeat: no-repeat;padding-top:0px;padding-right:0px;padding-bottom:0px;padding-left:0px;margin-bottom: 0px;margin-top: 0px;border-width: 0px 0px 0px 0px;border-color:#eaeaea;border-style:solid;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_2_3 2_3 fusion-two-third fusion-column-first\" style=\"width:65.3333%; margin-right: 4%;margin-top:0px;margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\" style=\"background-position:left top;background-repeat:no-repeat;-webkit-background-size:cover;-moz-background-size:cover;-o-background-size:cover;background-size:cover;padding: 0px 0px 0px 0px;\"><div class=\"fusion-text fusion-text-1\"><p><span style=\"font-weight: 400;\">Reeds geruime tijd is de VSB in gesprek met de Regering over de implementatie van de Wet Arbeidsbescherming Gezin.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In deze wet zijn regels opgenomen o.a. ten aanzien van zwangerschapsverlof, bevallingsverlof en vaderschapsverlof.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De intentie van deze wet is om ervoor te zorgen dat er adequate voorzieningen getroffen zijn of worden voor het gezin in geval van zwangerschap van de vrouwelijke werknemer in de private sector.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Om dat te bewerkstelligen is er van Overheidswege \u2013 conform voornoemde wet \u2013 een fonds in het leven geroepen genaamd Fonds Voorzieningen Ouderschapsverlof (FVO) en worden werknemer en werkgever verplicht gesteld om elk, maandelijks een half procent van het brutoloon af te dragen aan dit Fonds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De VSB ondersteunt de intentie van de wet om adequate voorzieningen te treffen in geval van zwangerschap maar verschilt van mening met de Overheid over de wijze waarop deze voorzieningen getroffen moeten worden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vele leden van de VSB voorzien reeds in deze rechten van de werknemers of zijn financieel in staat en bereid deze voorzieningen te treffen conform de wet. De VSB is van mening dat de secundaire voorzieningen ten behoeve van werknemers in de particuliere sector in de eerste plaats een verantwoordelijkheid is van de werkgever. Slechts in gevallen dat de werkgever aantoonbaar niet in staat is te voorzien hierin dient de Overheid assistentie of ondersteuning te bieden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Voorts is de VSB van mening dat werknemers en werkgevers in de private sector net als alle andere actoren in de samenleving gebukt gaan onder extreme koers en prijsstijgingen en ge-erodeerde lonen. Een additionele inhouding op het loon onder de huidige omstandigheden is totaal misplaatst en getuigt van gebrek aan inlevingsvermogen van de zijde van de autoriteiten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In de gesprekken met de Regering heeft de VSB daarom op verschillende momenten het verzoek gedaan dat de bedrijven die de ouderschaps voorzieningen reeds volledig en soms zelf uitgebreider geregeld hebben in collectieve arbeidsovereenkomsten of andersoortige personeelsreglementen, toestemming krijgen om deze regelingen voort te zetten en de werknemers niet extra te belasten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aanvankelijk gaf de Regering tijdens de gesprekken in het kader van de Nationale Dialoog aan open te staan voor deze afwijkende uitvoering van de regeling.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Op grond hiervan is er een wetswijzigingsvoorstel opgemaakt door de VSB en verzonden naar de minister van Arbeid, Werkgelegenheid en Jeugdzaken. (AJW).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aangezien er weinig tot geen begrip getoond is van de zijde van de minister was de VSB genoodzaakt zich te wenden tot de President van de Republiek Suriname met herinnering aan de eerder gedane toezegging.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De President heeft ervoor gekozen om de afwikkeling van deze kwestie te delegeren aan de Minister van AWJ.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De VSB heeft zich de afgelopen maanden zeer co\u00f6peratief opgesteld naar de Regering en actief geparticipeerd en een bijdrage geleverd in het kader van de Nationale Dialoog.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Echter voor het welslagen van een waarachtige dialoog moet er sprake zijn van vertrouwen en moeten partijen af kunnen gaan op gedane toezeggingen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De VSB handhaaft het standpunt dat bedrijven die reeds voorzien in het ouderschapsverlof conform de wet, toestemming verkrijgen om de regelingen onverkort voort te zetten.\u00a0<\/span><\/p>\n<\/div><div class=\"fusion-clearfix\"><\/div><\/div><\/div><div class=\"fusion-layout-column
