Tijdens deze sessie benadrukte de minister van Arbeid, Werkgelegenheid en Jeugdzaken, Steven Mac Andrew, de noodzaak van dit onderzoek. \u201cHet bedrijfsleven gaf aan dat ze geen mensen konden vinden, terwijl de vakbeweging aangaf dat er werkzoekenden waren. Er is duidelijk een mismatch op de arbeidsmarkt,\u201d aldus de minister.<\/span><\/p>\n<p><b>Achtergrond en Vooronderzoek 2021<br \/>\n<\/b><span style=\"font-weight: 400;\">In 2021 werd een vergelijkbaar onderzoek uitgevoerd om de vraag en aanbod en de spanningen op de arbeidsmarkt in kaart te brengen. De algemene bevindingen van dit onderzoek toonden aan dat er een enorme behoefte was aan werkkrachten in diverse sectoren. De private sector was bereid om ambtenaren aan te trekken en on-the-job trainingen te geven.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Echter, er waren ook aanzienlijke gaps:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vakgerichte opleidingen en trainingen werden onvoldoende gefaciliteerd.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Er was een behoefte aan specifieke, minimaal tweejarige, vakgerichte opleidingen.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Er was een gebrek aan specifieke specialiteiten binnen Suriname.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mensen verlieten de private sector voor de publieke sector vanwege de zekerheid die deze laatste bood.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Er was meer ondersteuning nodig vanuit de overheid om werkkrachten te accommoderen, zoals immigranten in de horeca en houtsector.<\/span><\/li>\n<\/ul>\n<p><b>Doel en Onderzoeksmethode 2024<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Het onderzoek in 2024 had als doel inzichten te verkrijgen in de specifieke vaardigheden en openstaande arbeidsplaatsen, gespecificeerd naar beroepsgroep en functieniveau. Er werd gebruik gemaakt van een mixed method benadering voor dataverzameling, bestaande uit gestructureerde vragenlijsten en focusgroepen. Het onderzoek werd uitgevoerd in Paramaribo, Wanica, Para, Commewijne, Saramacca en Nickerie. De focus was op sectoren met veel potentie binnen 5-10 jaar, te weten Toerisme, Olie &amp; Gas, Hout, ICT en Constructie.<\/span><\/p>\n<p><b>Kanttekeningen VSB<\/b><b><br \/>\n<\/b><span style=\"font-weight: 400;\">De validatie sessie van de &#8220;Skills and Employment Survey 2024&#8221; bracht cruciale inzichten naar voren over de huidige mismatches op de Surinaamse arbeidsmarkt. Als VSB tekenen we ook aan dat de selectie van enkele sectoren de resultaten van het onderzoek beperkt, aangezien deze sectoren te verschillend zijn om algemene uitspraken te doen. Verder is er nog behoefte bij de VSB om de onderzoeksresultaten nader te bespreken en diepgaander in te gaan op de verschillende resultaten. Hier wordt er nog werk van gemaakt. De VSB benadrukt ook het belang van een onderscheid tussen formele en grijze sectoren en stelt voor om in de toekomst een betere match te maken met hun publiekelijk beschikbare ledenbestand. Ook word aangegeven dat het vraagstuk van &#8220;arbeidsethos&#8221; niet aan bod kwam en dat de response per sector onvoldoende was, waardoor voorzichtigheid geboden is bij het generaliseren van resultaten. VSB heeft zich bereid verklaard om in dit process alle nodige ondersteuning te bieden.<\/span><\/p>\n<p><b>Aanbevelingen uit het Onderzoek<br \/>\n<\/b><span style=\"font-weight: 400;\">De aanbevelingen uit het onderzoek van 2024 richten zich op meerdere strategische acties om de mismatch op de arbeidsmarkt te verkleinen. Allereerst is het essentieel dat onderwijsinstituten actief betrokken worden bij de vraagzijde van het bedrijfsleven om een meer gesynchroniseerd opleidingscurriculum te ontwikkelen, waardoor afgestudeerden beter aansluiten op de behoeften van werkgevers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Daarnaast dient het Ministerie van Arbeid, Werkgelegenheid en Jeugdzaken te investeren in een rebranding, waarbij het zich profileert als een faciliterende partner van het bedrijfsleven in plaats van als een controleur. Dit kan het vertrouwen en de samenwerking tussen beide partijen verbeteren.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Verder is een actievere en regelmatige samenwerking met de Vereniging Surinaams Bedrijfsleven (VSB), de Associatie van Surinaamse Fabrikanten (ASFA), het Ministerie van Onderwijs en andere relevante actoren van groot belang.
